The Peace and Security Council of the African Union, at its 89th meeting held on 24 August 2007, adopted the following Communiqué on the implementation process of the Comprehensive Peace Agreement (CPA) signed between the Government of the Sudan (GoS) and the Sudan People’s Liberation Movement/Army (SPLM/A), on 9 January 2005:
Council,1. Takes note of the report of the Chairperson of the Commission on the implementation process of the CPA [PSC/PR/2(LXXXIX)], as well as the presentations by the Government of the National Unity (GoNU), the Government of Southern Sudan (GoSS), the Inter-Governmental Authority on Development (IGAD), South Africa, in its capacity as Chair of the African Union Ministerial Committee on the Post-Conflict Reconstruction of the Sudan, and the United Nations;
2. Reiterates its support to the CPA and stresses the need for all concerned to spare no efforts to ensure its successful implementation in both letter and spirit, in order to promote lasting peace in the

Welcomes the significant progress achieved by the Sudanese Parties in the implementation of the CPA since 2005, through, inter alia, the adoption of the Interim National Constitution and the Interim Constitution of Southern Sudan and the establishment of the institutions provided for in the Agreement, such as the GoNU, the GoSS and the States Governments, as well as the general compliance with the ceasefire;
4. Also welcomes the ongoing efforts by the Parties to address the outstanding issues in the implementation of the CPA, including the Abyei Protocol, the full redeployment of forces, the complete formation and deployment of the Joint Integrated Units, the demarcation of the North-South Border and wealth sharing, and ensure that all the necessary steps are taken in preparation for the forthcoming elections as stipulated in the CPA. Council urges the Parties, with the support of African Union member States, to intensify their efforts to overcome the delays in the full and timely implementation of the CPA;
5. Encourages the African Union Ministerial Committee on the Post-Conflict Reconstruction of the6. Expresses its gratitude to the international community, particularly the United Nations and its specialized agencies and other multilateral and bilateral donors, for the assistance rendered thus far towards the implementation of the CPA and the post-conflict reconstruction of the Sudan;
7. Stresses the need for continued and increased support by the international community, including ensuring that the pledges made during the Oslo donors conference of 2005 and in other forums are fully honored in line with the Paris Principles on Aid Effectiveness, as well as extending debt relief and concessional aid to the Sudan, facilitating the flow of foreign direct investment and supporting poverty reduction programmes;8. Requests the Commission to take all the necessary steps to fully support the implementation of the CPA, including through the appointment of a new Special Envoy and the opening of an appropriately staffed African Union Liaison Office in Khartoum, with an office in Juba; 9. Welcomes the appointment by the Chairperson of IGAD of former President Daniel arap Moi as Special Envoy for the CPA, in order to sustain and enhance efforts towards the full and timely implementation of the Agreement;
10. Decides to review on a regular basis the status of implementation of the CPA.
